In order to finance infrastructure needs of the Garfield Water System, the Garfield City Council held a special meeting in November 2019 and passed two ordinances, which together called for a special election in March 2020 on a City sales and use tax increase of one-half percent.
To better inform the citizenry of Garfield about the March 2020 Special Election, Mayor Gary Blackburn held two public forums at City Hall in February, the first on Tuesday, February 11, before the monthly meeting of the Garfield City Council, and the second on Tuesday, February 25.
At the February forums, Mayor Blackburn explained the financial status of the Garfield Water System and the need to have funds for capital expenses. He clarified that an increase in the sales and use tax would prevent the need for an increase in water rates or the sale of the water system to another municipality.
